i think that he is just a shy guy and is shy to talk to you. he wants to show you that he likes you but at the same time is shy to do so.
i think that you should show him that the feeling is mutual by: you should start talking to him first. if his eyes glow or he shows interest in talking to you, then he probably likes you.
