People talking with animals? Obviously this person has been possessed by the devil, you must take immediate action and call the authorities. While you're at it confiscate the dog, he or she has probably been corrupted too. I advise taking it out back and "purging" it. It's good that you mentioned this is a girl in question, she could be a witch. In fact don't waste time calling the authorities just round up the neighborhood and tell them to bring pitchforks and torches, you've got a bonfire to build. Get cracking!
