Depends. Does he throw it playfully, and says stuff like "you'll never get me" or just throws it casually, not causing any major harm? If so, then probably. Somehow, that's a way guys flirt sometimes, because it gets your attention on them and, if you're that kind of person, causes you to throw back and interact with them. On the other hand, if he throws it viciously and just does it once trying to cause you pain on purpose, it's more likely he just wants to goof around and hit people.
