i bet it looks as if its a marker and it got 'smudged'? the placement can affect the sharpness of the lines, inner wrist and ankles can blur, also the skill of the artist comes into play. if they apply to much pressure or 'scrap' it can end up blurry. also keeping on tight or sweaty clothes for prolonged time might contribute. also quality of ink can help, or not help in this situation. just like low quality black ink goes green or blue with time. there is no one definite factor for everyone, it could be a few of these or one of many. if your previous tattoo's lines are sharp and crisp then i'd chalk it up to bad healing or after care, either your fault or by fluke. but it the previous tattoo's lines are shaky, smudged looking, or raised like a scar (means they pressed to hard and caused scarring) then STOP GOING TO THAT 'ARTIST' and get a consultation with a real professional.
