It can be either one, depending on your meaning. You would "respond to" a question or comment directed at you. You would "respond for" someone else who cannot respond for themselves.
There is always the possibility that the person is busy and cant respond quickly or that they didn't receive the text. I would send another text asking if they received the first one. If there is still no response, I wouldn't bother to try again.
