Because some kids are able to do this, they should be allowed as long as they come and leave with in times designated by the school district there is no reason kids shouldn't be able to leave school for lunch.

The Question about anything that students can or can't do should be seen through this lens, does it distract from learning? clearly two students making out in the middle of class does distract from learning however at lunch or in the halls between class, that's fine it doesn't harm any one and doesn't distract from learning.
If they prove that they can maintain their grades and not be a disruption to the class there is no reason they should not be able to pick their own seats.
Kids should be able to bring cell phones to school as long as these phones are used in a way that does not disrupt classes. You should not be on the phone while your teacher is delivering a lesson. Even the sound of a ringing phone is disruptive. (Ringing, or whatever other sound it makes to signal an incoming call.) But if you can use your phone when you are not in class, that is perfectly reasonable.

No, younger kids (those younger than 14 years old, or those that aren't at least in middle school) should not be able to go outside for lunch. They would not be able to handle the responsibilities tied to keeping the outside clean where they ate.
yes, you should be but if you get caught on it or if hear it ringing during lessons you will have it confiscated but in your own Time (lunch,break?) you should be able to use them
