No real reason.
Frankly and realistically, there is no reason to not allow a gun on a campus and allow it elsewhere - from an analytical standpoint, either carrying guns in public should be banned or permitted everywhere. Allowing a mix of "carry" and "not carry" undermines the rational for both.
