There is an age of consent to protect children from sexual abuse.

Going through puberty it's not just your body that develops but also your brain so as well as being immature a child cannot fully understand what they are consenting to when they have sex. Furthermore the younger you have sex the higher the risks due to a longer time exposed to STD's and if an underage girl gets pregnant there are greater risks of complications or death. A child also cannot handle caring for a child of their own.
