I will answer this generally; As an example, installation of new wiring for commercial or residential properties helps reduce confusion in subsequent repair or problem diagnosis. So whenever new wiring is installed or upgraded older out-of-date wires should be removed at the time of installation, yes it is more expensive but will save confusion later on.
