I will answer this generally; As an example, installation of new wiring for commercial or residential properties helps reduce confusion in subsequent repair or problem diagnosis. So whenever new wiring is installed or upgraded older out-of-date wires should be removed at the time of installation, yes it is more expensive but will save confusion later on.

Steps for timing chain removal?

Firstly what you wrote doesn't make grammatical sense, but if we look beyond this, then what is this timing chain fitted to? you don't say. Timing chains are fitted to anything from simple 4 stroke lawn mower engines and ski lifts to 24 litre diesel train engines. Obviously the removal procedure will differ from machine to machine, and there are just too many variables to list here. So to give you a quick answer that will be of use to you, go and get a good quality workshop manual and read for yourself.

Where is the timing belt located on a 1997 Mercury Villager with a 3.0 liter engine?

The timing belt is under the timing cover on the front of the engine (passenger side). Removal and replacement is a complex process which requires several specialized tools to complete properly. It requires removal of the left front wheel, fender liner, all belts, crank pulley, timing covers, upper radiator hose and crossover hose, which requires draining the cooling system, as well as removal of the a/c tensionser assembly. You will probably need to replace all the drive belts and the timing belt tensioner as well. Unless you are an experienced mechanic, I suggest taking it to a competent professional.
