It is not strictly illegal to own a short barreled firearm. If you have the correct federal paperwork (tax stamp paid), it is perfectly legal one to own in most states (but not all). Federal regulations state that all Rifles muyst have a minimum barrel length of 16-inches, and an overall length of at least 26-inches. For Shotguns, the barrel must be a minuimum of 18-inches, with the same minimum overall length of 26-inches. Antique (pre-1899) firearms are exempted from this requirement if the were originally manufactured with short barrels.

Yes they did, it's the model designation for a starter/dog training/blank fire gun based on their model 50/55/57 solid frame revolver. The frame and all internal parts in the mod 56 are identical to those of the 'regular' revolvers, the changes are simply a much shorter cylinder (5/8 of an inch long instead of 1 and 7/16 inch) and a solid barrel with a spike that extends rearwards from the breech towards the cylinder.
