Newtons 3rd law of action/reaction says that their is an equal and opposite reaction for every action. When starting from a standing start you have less force pushing you off so there is a smaler reaction. But when starting from the starting blocks your down low with bent legs so you can push yourself off resulting in a greater reaction.
