Hash contains the illegal checmical THC, the mind altering substance that is banned. Anything containing THC is illegal, however there are many policies as of late and this is very subject to change. The only exceptions to this are the 3 places that have already legalized the recreational use of marijuana, which are Colorado, Washington and Uruguay (the country).
