Everybody's skin will take the ink. Generally when some artist says "Your skin won't take the color" what he means is he cannot make it work. There are a great many reasons why a certain area won't. Scarring that is puckered, etc. but in all it is usually a cover tale for his lack of experience.

Depending on how "dark" your skin is, generally green, red and black will show up well. Most other colors such as yellow, blue, etc, will not show up as the pigment of the skin is too dark for them to show through. The ink color white will not show up either.
