Yes you can but it's not as polished as the iPhone's lock or an Android phone's lock screen. And if you meant does this phone have a "lock screen" when you put it to sleep like the iPhone, no it doesn't
You can change auto lock time duration or turn auto lock off. First go to settings and tap on it, now tap on general and you will see different options tap on auto lock from these options.
When the battery is dead, it will turn on when charged to about 1.5%. If it was manually turned off, hold down the lock button until the Apple logo appears.

THAT WAY,YOUR IPHONE WILL NEVER TURN OFF! LOL.. BUT THAT WILL RUN THE BATTERY OUT FAST..
Go to settings general passcode lock set code
Settings>general>accessibility>assistive touch>device>lock screen.
You dont have to turn it off.
Hold down the Lock/Power button and the home button simultaneously for a few seconds until the "slide to power off" slider bar comes up. Swipe the red slider button across the bar. The iPhone will turn off. When the screen goes dark, hold the Lock/Power button until the Apple logo shows up.

You can turn on all caps by going to Settings>General>Keyboard>and turning on Enable Caps Lock. Then you just double tap the Caps button on the keyboard and press it again to turn it off.
