It sounds like there is a major fault on the mother board. You don't say if it is a laptop or a desk top. If it is a laptop then the problem is terminal requiring a new motherboard. If it is a desk top, it could be that the graphics card is not plugged in properly. With the computer off, lift the lid and try relocating any cards plugged into the motherboard's PCI slots.
