Sometimes, you should just wait for the next 3 hours. You should not upload from a really slow computer because that will just maximise the waiting time. Other than that, you should be able to upload a maximum of at least 3 videos a day. (If you keep uploading 24/7 you might be able to upload 15 videos or more) When no-one is uploading basically your uploads may only take the time of the duration of your video.
