there are 2 different meanings. 1 is a noun and 1 is not. ex. "Did u notice that new neighbor next door?" that was a verb. ex. "There is an eviction notice on your door." that was a noun. u get it?

He could have noticed something like a new top or something on you and it's just his way of letting you know he thinks it looks good on you.

Check with your local DMV. I did something like this but it was awhile ago; as I recall, the DMV looked up the previous registered owner (grandparents of the guy I bought it from) and I had to first send them by certified mail a letter asking for the title, then take the delivery notice to DMV after some period of time, when they issued me a new one. Something like that. That was in California.
