May be due to the fact that the cup is not as smooth as glass. This allows for a much larger surface area for the dissolved gases to come out of solution. Increased surface area causing this can be seen in the nucleation (frosting) at the botom of modern lager glasses

i am a bertender and we do call the top of beer/ head! however i have no i dea why to be honest i think that it is just because it is on the top as are our heads ? or some really drunk pervert made it up either way it is kind weird!
