Possible can of worms there! Generally, sweat is caused by the meeting of two tempertures that are carrying with them different humidity levels. Sometimes the problem is made worse because the concrete and the walls sometimes have dirt around them (Basement underground) and the hydrostatic presure of the water forces itself through the concrete and walls (which is usually a lot cooler than the outside air). Now introduce warm air in the room, contacting the cold floor. Sometimes, the introduction of a de-humidifier and the movement of air (fan), will take care of the problem. But the movement of water vapor in concrete is a slow process, so give the fan(s) de-humidifiers a couple of weeks to work the water out of all the concrete and building materials before you start looking for a problem that might be a little worse!

How do you remove urine out of the floor under carpet padding?

Enzyme cleaners for pet accidents are available in most stores selling cleaning supplies. An enzyme cleaner is the most economical and effective method for removing urine and feces stains. Most come in spray bottles, but enzyme cleaner is not intended to simply be sprayed on the damaged area unless it is a hard surface. First blot up any liquid urine and then drench the area with cleaner if it is a porous surface like carpet. Leave the area saturated with cleaner for about 15 minutes before blotting up any residue, then let the area air dry. It may be necessary to treat the are several times if urine has dried or penetrated deeply. There is NO reason to have to replace the carpet. Bleach spots can be easily and perfectly repaired by a carpet dyeing professional. Depending on the skill level of the dye technician, the spots can be re-dyed, bringing them back a perfect color match with the surrounding carpet. The dyes are completely permanent and will not come out when the carpet is cleaned.The dye technician will first neutralize the bleach in the carpet to deactivate it (this cannot be done by simply rinsing with water. Can you breathe in hot water or cold water?

You can breathe in either. Given a normal environment both hot and cold water will evaporate and become water vapour (change from a liquid to a gas). All else being equal the hot water will evaporate faster, but the cold water will still evaporate. For example, when you sweat, your sweat is not particularly hot, but it is the evaporation of the sweat that cools you down. You can therefore breathe in the water vapour from either hot or cold water. Just for absolute clarification - the above assumes the questioner is not asking if you can breathe under water; which clearly you can't unless there is something a little fishy about your character! :-)
