In Ireland, there may be gifts for the children under the tree from friends and family, but Santa Claus does not place gifts for the children under the tree as he does here in America
We Dutch have our own Santa who comes end November. He places gifts in the children's shoes which they have put besides the radiator or fireplace. If we give each other gifts during Christmas we put them under the Christmas tree.
Whenever you like, once the Christmas Tree has been set up. But, if you have very young children, who are likely to open up the presents when your back is turned, then I would put the presents out late on Christmas Eve (when the children are in bed).
