A symptom of intoxication is a lowering of inhibitions-

A person's sense of reason and self restraint become clouded when intoxication sets in and the individual becomes less inhibited and more impulsive.

meaning that certain behaviors you would normally not do- such as urinate in public-, now become perfectly viable options- when you gotta go and you are drunk you just go.
