This is a weakness of character. He should make a clean break of it. Chances are very high that his new girlfriend doesn't know and would be very upset if she found out. Why is he doing it? Maybe he isn't fully committed to her, maybe he's emotionally immature, maybe his still likes you, maybe he wants a piece on the side. None of these are good reasons.
When dealing with boys, be firm. Tell him clearly to stop. You could ask if his girlfriend knows, to make him think what he's risking.
