If you follow the time line of American development you will observe that the United States expanded from New England westward. The south, while sovereign United States territory was culturally, more European than American.

Most plantation owner's were first or second generation Europeans mostly from France, Spain and Italy. They were not connected to the United States other than their geopolitical location. There funding and profits were directly associated with the country they emigrated from.

America attracted more plantations than other European colonies did due to it's political stability. It was a more stable investment. It is also worthwhile to note the slave trade was dominated by Spain and that Spain and France supported the confederate military efforts via direct military support, financial means, and weapons supply.
