The American regions of the North and South handled their disagreement about slavery (as well as states' rights) through decades of tense political negotiations followed by a four-year-long war. This Civil War resulted in the surrender of the South, the emancipation of America's slaves, and a 'new birth of freedom,' in the words of America's president at the time, Abraham Lincoln.
Abraham Lincoln tried to give blacks equal rights, and in some way was trying to abolish slavery. He did this by issuing the Emancipation Proclamation, which was first and foremost, issued a a military tactic, to further quash the Confederacy's power. It was also an opportunity to achieve his goal, to abolish slavery. The Emancipation Proclamation did free slaves in those states, which were not under the Union's command. It did not outlaw slavery, or free slaves in the Border States. The Emancipation Proclamation was also the event, which paved the way to pass the 13th Amendment, which did abolish and outlaw slavery. The 13th Amendment was passed by both Houses, and signed by Abraham Lincoln on February 1, 1865. It was incorporated into the Constitution, when 3/4 of the states ratified it, in December 1865.
One key advantage the North lacked was the number of generals who could serve a "general in chief " of the entire Union military. Lincoln had to appoint, then relieve far too many generals whom he appointed to take on that responsibility with success. Finally, Lincoln appointed General Grant to handle that assignment and Grant succeeded where the former generals failed.

In August of 1861, US President Abraham Lincoln appointed General Henry Halleck to head the Department of Missouri. Upon his arrival to Missouri he set about cleaning up the mess created by his predecessor, John Fremont. Fremont was already an American icon of sorts based on his history in the West and as a candidate for the first Republican Party nomination in 1854. Lincoln and Fremont shared the belief that slavery was wrong, but when Fremont "freed" the slaves in Missouri, he was rebuked by Lincoln. Readers should take not that this was far too early in the war to act on his own regarding slavery. In fact, as Lincoln reminded Halleck and other commanders, only the president could handle such affairs. And Lincoln quite correctly was still working on a reunion of the Union. In August of 1861 emancipation was not even on the "table".
