Psychopathy - Some people simply don't play by the same rules as other people. They may feel they are smarter than others, that rules are for other people, expect to be respected without respecting others, and have trouble controlling themselves.

Sense of injustice, anger - When people feel mistreated, they often lash out. That is not an excuse, but it happens. This may be on an individual level, such as unhappiness over a billing statement, or it can be at a community level where a number of people riot over perceived police brutality.

Substance abuse - Drugs and alcohol are not excuses, but many people do act inappropriately while under the influence.
