Elves have been a feature of English, German and Norse folklore for centuries. The original elf name is not possible to determine. The old description of elves - not totally nice critters - has modified with time so that Tolkein and present new agers turn them into almost pleasant, if somewhat aloof, beings.
The present incarnation as serfs in Santa's workshop is somewhat of a puzzle. Both the activities they partake in (making toys) and the actors hired in most commercials indicate they are dwarves, not elves. The elves working in malls with Santa are generally more like fairies ( pretty young women) and may be standing in for elves.

When you buy your elf on the shelf, it comes with a book to read to your child. The elf on the shelf books and dolls are sold at large retailers like Target, Walmart, Barnes & Noble, Macy's, etc. After you buy the elf, don't show it to your child, but instead read the book to him/her. The book tells the story of the elf on the shelf and talks about how he moves around your house and loses his magic if a child touches him. A good thing to do is to read your child the book before bed, and then have your elf make his first appearance the next morning when your child wakes up. Every year after that, you can choose when you would like your elf to start appearing around your house - usually anywhere from Thanksgiving to the first of December is a good time to introduce the elf on the shelf.
