Sad to say, other Africans. It is a little-known fact that slavery was a part of Africa's social and economic fabric for many centuries. Around 1800, some 20-25% of all Africans were held as slaves by other Africans. The few African historians who address the issue usually stress how humane their treatment was - apart from selling them to Arab and European traders, of course. Most tribal wars at the time had if not the intention, at least the result of adding to the slave workforce of the winning tribe. In the coastal countries African chiefs all conducted an active policy of raiding and trading their fellow-Africans as a source of 'export income'.
