It is not a person who created the Twelve Tables, it was in fact a group. This group was called the plebeians. In ancient Rome, the government split apart the wealthy from the poor. The wealthy were called patricians. The poor or average were called plebeians, as mentioned before. The plebeians wanted certain basic rights, so they thought up the idea of the Twevle Tables.
