Lenin, other high ranking Bolsheviks, and Feliks Dzherzhinsky. Lenin and the high ranking Bolsheviks knew they needed a secret police/spy/enforcement organization and made the necessary orders to see that such an orgainzation was created. Dzhezhinsky was the first head of the organization, known as the "Cheka" for the Russian acronym of the name (which was something like 'extraoridnary revolutionaty committee); the name was revised over and over again-after "Cheka" (the Russian for "ch" is one letter, so, the Russian acronym couldn't be translated into English satisfactorily ...) it was the GPU, then the OGPU, then the NKVD, the MVD, etc etc etc until they finally arrived at KGB ... which has survived because it was the last name for the state security "organs" under communism in Russia. The organization known today in 'democratic' Russia as the FSB is much the same, carries out a lot of the same duties, and is even still staffed by many of the same people as was the KGB ...
