Generally speaking, a law enforcement officer may ask your name, and you must provide it. This does not normally carry over to security personnel, but they can call the police and get it that way. Please understand that this is a very general answer and may not apply in all cases.
Some people got sacked for smoking underground as it was not allowed on the British side. They even employed security guards to check workers going underground.

As of 1 July 2007, smoking is not allowed in enclosed public places in the UK. This includes Heathrow airport. There are no indoor smoking areas in Heathrow, and if I recall correctly, there are no outdoor smoking areas once you have passed through security.
The laws on smoking are locally controlled. You will need to check with your local laws concerning the authority given to student governments. In some places they have that authority. In other places they might not. In this state it is illegal to smoke in public buildings or near their entrances.

There is a smoking area under and behind the escalators that lead to/from security at ground level, in the rear before the restrooms. There used to be two smoking areas in the upper (secured) level but during my last trip they appear to have been either moved or dismantled.
The Texas Apartment Association lease does not stipulate smoking vs. not smoking in the apartments. That would be included in the individual property's community policies. However, if you choose to smoke in your apartment be prepared to be pay extra to repaint, extra in cleaning the carpet and probably a fee for an ozone machine and/or hvac vent cleaning. Nearly all have patios or balconies- just smoke out there.
I was born in 1979 and while my mother was having contractions, the doctor was smoking in the labor room. One of the nurses said "One of these days you're going to blow the place up, smoking around that oxygen.." so..in the state of Maryland in 1979 it was legal. In my lifetime, I have no memories of smokers in hospitals.Recently, area hospitals have banned smoking on hospital property. A smoker used to be able to smoke at designated areas.In airports, there were designated smoking rooms.My mother said that people used to be able to smoke on airplanes. In 1994, smoking was banned in our local shopping malls.
