The Tobacco Control careerists and the pharmaceutical companies with their 'miracle cures' and and others with vested financial interests, including organised crime (remember the Prohibition) and individual smugglers.

Despite their 'success' as spun by Tobacco Control, many campaigns are counter-productive. For example, in many countries and states, smoking prevalence has increased since the introduction of indoor smoking bans. The distinction between 'winners' and 'losers' becomes blurred, with the only true consistent 'winners' being the above.

Answer:

Stakeholders are people who are impacted directly by an issue. For a smoking campaign the two main groups are those impacted negatively by less smoking:

  • Tobacco companies
  • Members of pension schemes wth large investments in 'safe' tobacco shares
  • Tobacco farmers and workers
  • Governments who receive taxes
  • Merchants
  • People who want to smoke
  • The hospitality industry
  • Society as a whole by 'legalising' prejudices, discrimination and segregation,

and those who benefit from less smoking

  • people allergic to tobacco smoke
  • spouses and children of smokers who object to their smoking
  • health insurance companies
  • fire insurance companies
