All carriers handle SIM cards differently. AT&T requires SIM cards, but Verizon does not use them at all. Check your carrier's website for specific information.

It's possible if both SIM cards are from the same carrier. If they are for different carriers, it is very unlikely that either one would notice.
You can't put a SIM card on a Nextel Phone, since it's a CDMA carrier. The only carriers that use SIM cards are GSM ones, like AT&T, T Mobile, Centennial Wireless, etc.
