The cartridge itself is. It has a flatter trajectory than the .308. As for the rifle itself, it all depends on the tolerances and build quality.
Main one is bore diameter. Another answer: 270=.277 diameter 30-06=.308 diameter

You will have to me more specific. Do you mean any rifle that fires a 30 caliber projectile or 30/06 or 308?
If the rifle is chambered for the .308 Winchester cartridge, then long or short action can safely fire it. Long or short refers to how far the bolt travels when opened. The .308 is typically a short action- the 30-06 and longer cartridges cannot cycle thru a short action, and must be used in a long action rifle.
Depends on your definition of better. All 3 are capable of taking any game found in North America. The 8mm Mauser carries a little more energy than the .308. The .308 may have an edge in accuracy. The .270 is basically the 30-06 necked down to .27 caliber, shoots flatter, due to higher velocity. This is one of those Ford/ Chevy/ Dodge discussions.
30/06 has a slight edge because of powder capacity If you are looking to buy a deer rifle you should probably go for the 30-06. The .308 is a 250 yard cartridge, while the 30-06 is a 275 yard cartridge, I don't know much about ammo but I know my rifles well.
