Your question is a little perplexing. Either you need a license or you don't need a license for an air gun. Almost every state in the United States DOES NOT require you to have a license. Only a few of them require it like the City of New York. In San Francisco you can't even purchase one but almost everywhere else you can buy one if you are 18 or over. Other countries DO require a license for any air gun/rifle over a certain power or Feet Per Second. This is true in England. Australia also requires a license and has some very strict laws. In Canada Air guns must be under a certain power to be owned. It's more of a question of power not "range."
