The acquisition of the new territories from Mexico required a new Compromise (1850) and this one did not work. Stephen Douglas of Illinois proposed the Kansas-Nebraska Act, which allowed the people of each state to vote whether to be slave or free. The voting in Kansas caused bloodshed, and it was not tried again. But the imminent Civil War would spell the end of slavery throughout the USAin any case.

David Wilmot, a Democratic congressman from Pennsylvania, proposed the Wilmot Proviso in 1846, which sought to ban slavery in the territories acquired from Mexico as a result of the Mexican-American War. The proviso was never passed into law but fueled tensions over the expansion of slavery in the United States.
