Nicotine is the most addictive substance on the planet, so strictly speaking, yes.

Heroin (and several other drugs, some legal, some not) have more noticeable/severe withdrawal symptoms, but Nicotine has a longer recovery period (point at which you are no longer physically addicted) and is easier to become addicted to in the first place.

I'm not sure what "meths" are. I'm going to assume you mean methamphetamine.

The answer is that it's really hard to make blanket statements about what's "worse" because it depends on exactly what you mean by "worse." Cigarettes are implicated in diseases and disorders that methamphetamine is not, and methamphetamine is implicated in diseases and disorders that cigarettes are not.

By nearly any reasonable standard, no, cigarettes are not worse than meth. Methamphetamine is far more likely to result in a signficantly shortened lifespan than cigarettes are... if you smoke cigarettes, you could develop lung cancer and die of it in, say, 40 years, but if you take meth, you could overdose and die tonight.

The active ingredient in tobacco (nicotine) is supposed to be as addictive, if not even more addictive, than heroin.
