On a mobile phone, I'd say plastic if you want a hard case,, but I use gel because for me, it helps me hold my iPod touch comfortably, I think plastic is a bit hard... Gel also adsorbs shock and may protect your phone more, so I say gel! :D

Personally I think otter boxes are better than phone cases. The otter box keeps your phone much safer and are more durable than your typical phone case. Phone cases are usually made out of plastic or rubber, the plastic cases break rather easily when dropped. The rubber/gel cases are a little more durable but do not compare to otter boxes.
No Gel Liner is better that liquid liner and pencil pencil you have to sharpen and it is hard to apply a neat straight line. Liquid liner smears easy and is hard to get off. Gel liner is perfect no sharpening or smears and neat fine line and is easy to get of with vasoline or soap and water. Hope this works for you!
