First of all download and install the GTA San Andreas sannybuilder program(http://sannybuilder.com/) . At the time of writing (July 2008) the up to date version is 3.03. During the install, there is a prompt to allow installation of cleo3 capability. Install this as it is cruical. Once the installation is over a folder will have been created at your GTA:SA directory .....\Rockstar Games\GTA San Andreas\CLEO Any cleo mods you want to use must be placed in here in order for them to work.
well, you have to install cleo 3 in GTA SA directory. after that u can manually create skin floder into the cleo folder.. skin folder is not generally required. all you have to do for installing cleo mods 'into' your GTA SA game is to copy ''cs file''(from your downloaded cleo mods folder) into the cleo folder, u also need to copy and replace ''DFF'' & ''TXD'' file into ''gta3'' system file(you can find gta3 file in the models folder of your game directory. NOTE: before that you have to install ''img editor versions 1.5 or greater'' to open such system file). thank you

yes you can edit skins as models, cars, even maps whatever you want. 1st you require two things to download-- 1) cleo3, 2) img editor 1.5 or 2.0. you have to install cleo 3 into your GTA SA directory. after installing two softwares, copy ''cs file''(from your downloaded cleo mods folder) and paste into the cleo folder in your game directory, download cleo mods from ---- http://www.gtagaming.com/downloads/gta-san-andreas/cleo-mods .You also need to copy and replace ''DFF'' & ''TXD'' file(from your downloaded cleo mods) into ''gta3 disk image file''(you can find gta3 file in the models folder of your game directory. On your desktop right click and choose new folder. Then open the folder and right click in the folder and choose new text document. Open up the word document or open one up and file save. Now right click on the text document and send to compressed (zipped) folder. Drag the neew folder to your desktop and open up the new folder. Then go to file add password type in your password twice and ok. :) :) :)
