This term - in regular use in the press in the late 50's /early 60's - was used by the residents of Minden in Germany to describe the behaviour of the occupying British troops of the HLI regiment - most of the soldiers were from Glasgow, and of a stature much slighter then the residents - this however didn't prevent them from getting involved in fights and general rowdy behaviour when off duty in the local town - hence they were christened 'The poison dwarfs of Minden' - check it out. Whether the term was already in use is unclear, but it sprang to general prominence again in the 80's when Terry Wogan started to refer on radio to a character in Dallas as 'The poison dwarf' - character I don't remember but she was played by an actress called Charlene Tilton - or something like that.
