K the first answer was STUPID. Depends on how you like it you can put on your waterline, but Ive read that it's bad to do that and Ive read that it's OK so you might want to ask someone about it.But only use pencil eyeliner don't use liquid You can also put it under your eye as close to the eyelash line as you can get.
