You can fire an air gun anywhere. We used to set empty cans, cups, and plastic bottles around the house and shoot them with BBs and pellets. You can shoot air guns in your yard too. Many suburban and urban municipalities have restrictions on this, but most people won't hear the noise, or know what the noise is if they do hear it, or call the police if they do know what it is. Just use common sense: don't shoot late at night when it's quiet outside, and don't shoot at anything that you don't want to damage or destroy. Also, keep a low profile - your problems will be minimal if people don't actually see your air gun.
