I was not aware that headgaskets were repairable. I have always replaced them with new gaskets. If you mean who replaces headgaskets, then that would be an engine mechanic.

milky oil is caused by water and antifreeze contamintaion, you have a bad head gasket. replace both headgaskets
Blown headgaskets let water in, so you can see steam (white smoke) coming out your tailpaipe. You also should see water in your oil.
Stuck thermostat, scale build up in the radiator and engine block, radiator cap not holding correct pressure. or it could be your headgaskets
The timing on your truck is probley off mine had the similar problem. If you don't have i timing light, you can always do it by ear. Just turn it clockwise till your engine starts up if it starts up your close, if it stays running turn it little buy little till it purrs..
bad water pump, low coolant, blown headgaskets, if the car has been overheated, there is a good chance the head gaskets are blown
