Giving gifts symbolizes the kings in the Bible giving the gifts to Jesus when they visisted Him. Today, gifts are given more out of tradition than any symbolization, though.
The Three Kings or Epiphany celebration (January 6) is the time of the year when Mexican people exchange presents and gifts are given to children -- they don't believe in Santa Claus, a Nordic character. Historically, the Three Kings were the Biblical Magi, or Three Wise Men: Melchior, Gaspar, Balthazar. They visited Jesus after his birth, giving him gifts of gold, myrrh and frankincense.
January 6 is Epiphany, the day the three kings brought gifts to the Christ child.

This tradition is said to be based on the generousity and kindness of the three kings, or three wise men, who visited the Christ child and brought him valuable gifts. Afterward, they bravely defied King Herod and did not return to him to let him know the location of the Holy Family.
