I would just go back to the shop you had it pierced at and have them run a taper through it. It's usually free and it's much easier than trying to mess with that kind of stuff yourself. But definitely use a taper. You don't want to just stuff the bigger one through...

First off, you don't "gauge" your ears. You stretch them. If you say gauge around people who are serious about body mods (piercers esp) you'll sound like an idiot. Secondly, it's really inexpensive. Body Art Forms sells two taper kits. One has an acrylic taper($5) and the other had a steel taper($7). Besides the kit, all that you need is some type of lube and natural sea salt to soak your stretch. You can use extra virgin olive oil for the lube and a tub of natural sea salt is like $4 at walmart. I'll put the link for BAF for you. They also have a section about stretching so read up on that.

It really depends on how long you had the piercings before removing the jewellery and how long the jewellery has been out. If you had the piercings for over a year before removing the jewellery and the jewellery has been out for a couple of months I would recommend seeing your piercer and asking if you can have them reopened by tapering. The piercings will shrink once jewellery is removed, however if the piercings are old enough they may not be closed and tapering them to 16 gauge or even 18 gauge for a few weeks will allow them to open back up and stretch enough over that time to allow you to get your original jewellery back in without going through the whole healing time again and possibly save you some money on piercing fees. Good piercers will always be willing to look at options for there clients, and if tapering will allow you to get them back without a lot of hassle then hey why not. If the piercings are actually closed* (*no entry point for the taper at all) then you can get them pierced right away while you are there.

So long as the piercing is healed stretching up to 2 mm shouldn't be an issue. With stretching you need to keep in mind you should only stretch up 1 gauge once every 30 days, any faster will result in tearing of the tissue and permanent disfigurement of the piercing.
