A review of the The Winchester Book by George Madis shows a number of short barrel trappers. see pg 414, 420, 421 and 432. There was a reference that 1 in 450 were short barreled. Based on serial number data the date is around 1913 Further review of The Winchester Model 94 (the first 100 years) by Robert Renneberg 18 was dropped from 1894 around 1920 late versions of trappers are identified as serial numbers 1,000,000+ highest number certified by BATF 1,090,460 A of Winchester An American Ledgend by R.L. Wilson states the 1st trapper model was the Texas Ranger Presentation 1974 and the second was the Legendary Lawman 1977. Winchester Commemoratives by Tom Trolard reveals the Calgary Stampede 1981, U.S. Border Patrol 1981 were 16" trappers and John Wayne 1981, Texas Sequicentennial 1986, could be trappers since barrels were 18.5" carbines were 20" barrels. Then review of the USRAC 1994 catalog lists a 16" Trapper and a Large Loop Trapper called a Wrangler.
