The act of prostitution was never formally legalized in Canada. It has just never been formally criminalized in the first place.

Soliciting sex for money, however, remains a criminal offense.

Prostitution itself is not illegal in Canada, but various activities around it are, such as solicitation in public places. The laws around prostitution in Canada have evolved over time, with significant changes occurring in 2014 when certain restrictions were struck down by the Supreme Court of Canada.

Criminalize is not God's law. People who fornicate - sin against themselves are married to Satan. They are being born of fornication. Mo0ney makes people to do what they can to make money. Prostitution as it is known will happen. Christs principles being used will make prostitution to not be a nessissary activity. Verbal communication will be utilized. The Unseen Father, who is life, will control the individual even as he controlled Jesus.

Is underground prostitution wrong?

Underground prostitution is much more dangerous than legalized prostitution. With legalized prostitution, prostitutes have the protection of the police in case of violence from clients or "managers" (pimps). The clients also have protection against disease with regular testing and licensing of legal prostitutes. Police could also focus their efforts toward violent crimes instead of arresting people who are engaged in a victimless crime.

It is not in the purview of the US President. The US Constitution does not grant the power of legislation to the President. Only the states can decide for themselves if prostitution can be legalized, and currently only one state has done this, Nevada, with the exception of Las Vegas.
