**All vehicle**s , lorries, buses, trams, cars, motorcycles, mopeds, ridden horses(animals), herd of cattle being moved. the drovers at the front and rear of the herd must display lights, and SCOOTERS & BICYCLES and where appropriate railway trains, are required to display their lights during this period.

Such is the intensity of modern LED lights, they can be quite blinding to on-coming traffic. I my opinion a law should be made to limit the intensity of the light, the height of the lights above the bumper etc., Also drivers should check their load adjustment button for their headlights. Such is street lighting(flood lighting) in cities/towns, then side light lights would be quite adequate.
