When it does that, it means something caused it to reset. You should not press any buttons, and just leave it there. If it stays like that, connect to the computer and see what happens. If nothing still happens, I suggest taking it to The Apple Store, or troubleshooting on iTunes.

The iPod screen may have crashed on an applications splash-screen. To fix this, simply do a soft-reset. Press the home and sleep button simultaneously for around 5 seconds. Your iPod should restard. If not, take it into an Apple Store for further examination.N.B. If your iPod is jailbroken, it cannot be seen by an Apple Store! When jailbroken, all warranties automatically expire and you will have to pay to get it fixed.
There is not a way to adjust the sensitivity on the screen of your IPod Touch. If you think it may be broken you can send it back to Apple to have them fix it though.
No, that is not normal. The iPod Touch screen should not be lifting up from any place at any time. Go to your local Apple Genius Bar to see what they can do about it.
You can get the screen on your iPod repaired at your local Apple store. You can also order a replacement screen off eBay and repair it by yourself using a guide.
