If you're talking about a nose stud, then switching from a stud to a ring is very difficult for most people, and could very well not work at all. When I went to get my nostril pierced, my piercer warned me that switching from a stud to a ring wasn't possible. However, I've read differently in books (though just because something's published, doesn't necessarily mean it's true...). The best thing to do is to go to your piercer and let him/her know that you intend on switching from stud to ring at some point. If he/she believes it can be done, then your piercer will take care to make sure that the placement of the piercing will make for an easier switch up.
As far as when to switch, well, the average healing time for a nostril ring can be anywhere from 2 to 6 months. I would not advise switching before that. The nostril is one of the places where even long-term healed piercings close up, and while healing, it could happen in the amount of time it takes for you to remove the stud, clean the ring, and get ready to put it in. So, on that note, I would suggest that you see a professional to help you with your first switch up, just to make sure that hole doesn't close on you while you potentially struggle to get a ring in.

Most nostril screws are 18g, changing to something thinner will restrict your choice options for jewellery. Once the piercing is about 6 weeks old you can consider changing it at that time, how ever be sure you replace it with only quality jewellery.
yeah you should be able to, as long as the lip ring is the same thickness as the stud you had your nose pierced with, otherwise the ring will not go through. :) hope this helped.
