The message being sent is that the man or boy is a human being, guided by human nature.
It can be summed up in a single statement:
if you hang a target, someone will shoot at it.
This is human nature. You can blame the shooter (starer), however if no target was visible, the shooter (starer) would have nothing to shoot (stare) at.
Consider that there are at least two sides to every situation.
